Because compared to what I expected, compared to my DS9 guys and every other figure that is marketed like the Babylon 5 series was (i.e. to men who must have ALL RIPPED, ALL THE TIME), he is pretty well Londo-shaped.
Observe! (Granted, my Bashir figure has been shaved down considerably, but still. He originally had the same overly buff body as Garak.)
So I’d argue they were going not for He-Man pecs, but just for the proper weight. He’s missing six limbs, but this is a lot more than I expected to be honest!
