Yep, plastic not hot enough. That’s where the outer layer has started to cool before the rest is pumped in, and it can’t combine properly because a skin has formed.
Like skin on milk that’s being heated.
They’re called flow lines!
There’s a lot of that going on with this Madame Alexander doll–the silver/mica “metallic” plastic pigment really didn’t help, and, ugh, I sanded so much of this doll’s surface to get the flow lines smoothed (the seam lines were atrocious, too)
and she was also originally painted all over with “silver” paint (here’s one MIB), and I wouldn’t at all be surprised if it was because they made them without realizing that the “metallic” plastic would do that, and then they painted them–very very badly, you can see the paint wear on the MIB doll, and the paint on the body on mine was very badly orange peeled–to hide the flow lines.

I happen to think flow lines can look cool (I had a childhood pencil sharpener with “pearl” plastic that made a feature out of the flow lines, and I thought it was so pretty), but, as intended, this was a very badly designed and produced doll. (she’s great for being a spooky smoke and shadow creature, though)
