What program is this? Is it on Android?

I did it on my Samsung Galaxy Note, so yes, definitely Android!   It came preinstalled on my Note, so I have no idea what the situation is regarding the price of it.   I know there’s also a desktop version of the program, but I haven’t used it.  It has been recommended to me, though.
