I agree it has the look of a celebrity doll that I don’t recognize–I can’t imagine anyone would design those dark circles around the (rather small, for a doll) eyes unless they were trying to recreate a real person? The late 1990s/early 2000s saw so. many. now-forgotten toy companies making so. many. now-forgotten celebrity dolls–mostly pop music, and sports, but also from TV, including conservative media personalities

Just checked the reviews. She is from the Mexican show Divina, está en tu corazón/ Love Divina
Using that information I have found that the actress’s name is Laura Esquivel and the doll was made by a company called Fotorama
