Look, if he isn’t somehow, SOMEHOW descended from Bertie Wooster, he doesn’t really make SENSE.
I can’t see Bertie actually having children, so perhaps some of his DNA had been preserved and was used at the shady genetic enhancement facility that altered Julian when he was little.
Because the vial had been mislabelled, or something.Bertie does have three nieces. Perhaps the Bashir family ended up with some Wooster DNA that way.
Although… a mislabeled vial would answer quite a few questions.
