According to Penny Juday, Star Trek Archivist these glasses are just candle holders that they flipped upside down. 

They were frequently seen stacked behind the bar in Quark’s. 

Unfortunately we never found out where the prop department obtained the candle holders. Cristal de Sevres makes a style of glass called “Keos” that is a very similar shape. They are however Hella Expensive cause they’re crystal .

My family has very similar glasses!
