I think he’s just got his pants pulled up really high, and it makes his arms look even longer. Nerd. ;P
That’s contributing, but look at where his hands fall in relation to the rest of his body and then compare that to where O’Brien’s arms fall. O’Brien’s hands at rest hit his hips, just below his crotch. This is a general sort of area where a lot of people’s fall.
